Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Jotaro Tamura; Headquarters: Minato-ku, Tokyo) and MOL CAREER, Inc. (President & CEO: Kenta Watanabe; Headquarters: Minato-ku, Tokyo) (Note 1), have entered into a tripartite partnership agreement with Nagasaki Prefecture to promote the revitalization of regional industries through the recruitment and retention of talent from overseas. The parties held a signing ceremony at the Nagasaki Prefectural Government Office on November 4.

In Nagasaki Prefecture, labor shortages have become a growing challenge for regional industries, especially shipbuilding, increasing the need to recruit and retain foreign talent. The prefecture's shipbuilding and marine machinery manufacturing businesses are indispensable partners in supporting the maritime industry. In addition, MOL and Nagasaki Prefecture have built a history of collaboration in areas such as recruiting human resources from overseas and developing renewable energy.
MOL has long been engaged in the recruitment and training of foreign seafarers. Leveraging the expertise cultivated through these efforts, MOL CAREER introduces a wide range of foreign talent to Japanese companies, from highly skilled professionals to workers holding Specified Skilled Worker status. In the Philippines, MOL CAREER has established a joint venture with the Magsaysay Group (Note 2), MOL's longtime partners in seafarer education and training, and provides talent through a customer-oriented program tailored to employers' needs.
In fiscal year 2026, MOL CAREER introduced Filipino workers to shipyards in Nagasaki Prefecture, including Sasebo Heavy Industries Co., Ltd. This track record helped pave the way for the conclusion of the latest agreement.
Under the agreement, the three parties will work together by combining MOL's expertise in recruiting foreign personnel, MOL CAREER's comprehensive services, including talent placement, lifestyle support, and training, and Nagasaki Prefecture's administrative capabilities and local networks. Together, they will promote the following initiatives:
Going forward, the three parties will continue to leverage their combined expertise and networks to support the sustainable growth of industries in Nagasaki Prefecture and help create a community where people with diverse backgrounds and skills can thrive.
