BLUE ACTION 2035

"BLUE ACTION 2035", launched by Mitsui O.S.K. Lines, Ltd. In 2023, is a 13 year group management plan designed to realize the MOL Group Vision-"what we want to be in 2035." Following the three year Phase 1 (fiscal years 2023–2025), the five year period beginning in fiscal year 2026 has been designated as Phase 2 (fiscal years 2026–2030).


Update to Overall Framework of ‘BLUE ACTION 2035’

"BLUE ACTION 2035" integrates MOL's management plan with its sustainability initiatives to achieve sustainable growth based on long term strategies. In Phase 2, MOL will advance this approach by embedding "Sustainability Issues" (materiality) and governance into the management plan itself as core elements of its management foundation. This will enable the group to create economic and social value in an integrated manner and enhance corporate value. Guided by MOL CHARTS-the group's corporate philosophy, values, and code of conduct-MOL will promote "BLUE ACTION 2035" and connect these efforts to the realization of the Group Vision.

Key Strategic Themes for "BLUE ACTION 2035" Phase 2

In Phase 2 of "BLUE ACTION 2035," MOL will shift its management focus from the "Transformation and Expansion" of Phase 1 to "Delivering Results," and establish three priority themes.


Core KPIs MOL Aims to Achieve

Based on the results of Phase 1 and the business plan for Phase 2, MOL has revised its core KPIs upward from the initial plan.

  • *1 Interest-bearing debt and total assets include off-balance-sheet liabilities such as future charter fees
  • *2 Profit before tax +depreciation and amortization ±extraordinary gains/losses ±equity-method investment income/loss + dividends from equity-method investees − income taxes, etc. FY2027onwards, the figure is shown after repayments of lease liabilities (approximately ¥100 billion per year) under the new lease accounting standard
  • *3 4 Zero = Zero serious marine incidents, zero oil pollution, zero fatal accidents, and zero serious cargo damage
  • *4 MOL Group Key Positions, designated as roles equivalent to General Manager at Head Office, to be appointed and managed centrally across the group
  • *5 Percentage of organizational units that improved their engagement score in FY2025; from FY2026 onward, percentage of units that either improved year-over-year or maintained a score of 70 or above

Sustainability Issues (Materiality)

In Phase 2 of "BLUE ACTION 2035," MOL reviewed its "Sustainability Issues" (materiality) and organized them to focus on those that make a greater contribution to the creation of economic and social value. It also updated the four thematic visions—Environment, Safety, Human Capital, and Digital Transformation (DX)-linked to each issue. Going forward, MOL will drive initiatives to address these Sustainability Issues, using the KPIs and actions defined under each vision as a foundation, thereby further strengthening its management foundation.
